I whole don't understand.
This mean that ARM want competition wit his own clients (licensee) ?

I wouldn't want to bet against a quad-core ARM Cortex A9 SoC on 28nm versus an Atom SoC on 32nm given that the A9 has higher per-clock performance and lower power consumption. Likely both will run at up to 2GHz, slower for smartphone sized systems.

The more advanced process was Intel's advantage over ARM, making up somewhat for their power consumption and die area deficiencies.
