High speed high volume trading is one major factor driving instabilities in the stock market. Some might even say it amounts to manipulation. Certainly, extrapolating noisy data only increases the noise level, hence the volatility. Straightforward feedback signal analysis.

If the Obama Administration really wanted to do something useful, they would investigate in-depth Goldman Sachs and the rest of Wall Street, and their protection of foreign interests over those of Americans.
