This is not a capture card, it is an HD Audio/Video device.

For something like HULU you would still need something to capture the video/audio stream.
That is not the intended purpose of the card.

The Xonar HDAV 1.3 Slim does support full 24p Playback. It is listed in the specs.

I am not sure where you got the information that it does not support 24p.
